Depends some Custom Campaigns only work with x version and up, Curse of the Forsaken wont run correctly or crash on 1.27b , however you can run two copies of wc 3 , as the PTR installs into warcraft III PTR .

Just remember if you want to use custom campaigns in the PTR version your Documents folder has to read.

In addition to this bug there's a message about missing CD-ROM in the drive.

To fix that you need to download Microsoft Visual C++ Redistributable, not the most recent version but the version dated at 2013.

Download & Install the file, then the game should start running normally

For windows VISTA/7/8 you'll need x64 version most probably, for Windows XP try x86, either one of these will work. If it won't work for the first time download the other and try to install both. If it still doesn't work - restart your PC before running the game
